What makes voting in Pennsylvania confusing
These are the most common things voters get wrong in Pennsylvania. Each links to the official source or Journey that resolves it.
- Naked ballot rule: Pennsylvania mail-in ballots require BOTH a signed declaration on the outer envelope AND the ballot itself sealed in the inner secrecy envelope. Ballots without the inner envelope are "naked ballots" and are NOT counted. This rule has invalidated thousands of ballots in past cycles.
- Mail-in requires NO excuse: Pennsylvania's Act 77 (2019) created no-excuse mail-in voting. You do NOT need to state a reason (unlike traditional absentee). Absentee is a separate category for voters who will be away or have a disability.
- 15-day registration deadline: Pennsylvania requires registration 15 days before Election Day. Past that, you cannot vote in that election (with limited exceptions).
- Mail ballots must be RECEIVED by 8pm Election Day: Postmark date does NOT extend the deadline. Mail it back early, drop it at a county drop box where available, or hand-deliver to your county election office.
- Signature must match: Your signature on the declaration envelope must match what is on file. If it does not match, your county may notify you to cure it — rules vary by county. Track your ballot status carefully.
