Eligibility Requirements

•Must be a small business per SBA size standards
•At least 51% unconditionally owned by U.S. citizens who are socially and economically disadvantaged
•Owner must demonstrate social disadvantage through personal narrative
•Owner personal net worth must not exceed $850,000 (excluding primary residence and business equity)
•Business must have been in operation for at least two years
•Owner must demonstrate good character and management potential
•Business must demonstrate potential for success

Certification Process

Application submitted through SBA's online certification portal (certify.sba.gov). Process includes review of personal financial statements, tax returns, business financials, ownership documentation, and social disadvantage narrative. SBA targets 90-day processing. Annual reviews during developmental stage, annual reviews with financial triggers during transitional stage.
