Indian Incentive Program

Eligibility Requirements

• •Subcontractor must be an Indian-owned economic enterprise or Indian organization
• •Indian ownership must be at least 51% by an Indian or Indian tribe
• •Enterprise must be organized for profit with at least 51% Indian ownership
• •Must perform meaningful subcontracting work (not pass-through arrangements)
• •Prime contractor must have a subcontracting plan that includes IIP participation

Certification Process

Indian-owned enterprises self-certify their status. Prime contractors submit IIP claims through the contracting officer, documenting subcontract values with Indian-owned enterprises. The Department of Interior processes rebate payments. No formal pre-certification of the Indian-owned enterprise is required, but documentation of Indian ownership must be maintained.
