SBA Certification Process (General)

Eligibility Requirements

• •Must have an active SAM.gov registration with current size representations
• •Must submit application through certify.sba.gov online portal
• •Required documents vary by program: financial statements, tax returns, ownership docs, personal narratives
• •DUNS number (now UEI — Unique Entity Identifier) required for all applications
• •Must meet program-specific eligibility criteria for the certification being sought
• •All owners and officers must be disclosed and documented

Certification Process

Applications are submitted online at certify.sba.gov. SBA analysts review documentation for completeness, then conduct substantive review of eligibility. Processing times vary: 8(a) targets 90 days, WOSB/EDWOSB 30-60 days, SDVOSB 90 days, HUBZone 60-90 days. Applicants may be asked to provide additional documentation or respond to clarifying questions. Denied applicants can request reconsideration or appeal to SBA's Office of Hearings and Appeals.
