OCI (Organizational Conflict of Interest) occurs when a contractor's other activities or relationships could give it an unfair competitive advantage or impair its objectivity. The Ostensible Subcontractor Rule (13 CFR 121.103(h)(4)) considers a small business prime affiliated with its large subcontractor if the sub will perform the primary and vital requirements of the contract. Indicators: the sub is the incumbent, performs most of the work, or manages contract performance. Triggers size protest risk.

PCI (Personal Conflict of Interest) occurs when a contractor employee's financial interest or personal relationship conflicts with their duties under a government contract. FAR 3.11 addresses PCI.

A Personal Services Contract creates an employer-employee relationship between the government and the contractor's employees. Generally prohibited by FAR 37.104 unless specifically authorized by statute.

Officially designated as Washington's Birthday, this federal holiday is observed on the third Monday of February. While the holiday legally honors George Washington, it is popularly known as Presidents' Day and is often used to honor all U.S. presidents. SCA (Service Contract Act) Wage Determination specifies minimum wages and fringe benefits for service workers on federal contracts over $2,500. Based on geographic area and occupation. DOL issues WDs.

Security classification in federal contracting has four levels: Unclassified (no restriction), Confidential (damage to national security), Secret (serious damage), and Top Secret (exceptionally grave damage). A stay of award is a pause on award or performance after a protest is filed. It preserves the status quo while the agency or GAO reviews the protest and decides whether corrective action is needed.

Suspension and Debarment (FAR 9.4) are government-wide exclusions from receiving contracts. Suspension is temporary (pending investigation). Debarment typically lasts 3 years. Causes include fraud, criminal conviction, tax delinquency, willful performance failure, and violation of contract terms. Both apply across all federal agencies.

Thanksgiving Day is observed on the fourth Thursday of November and was established as a fixed federal holiday in 1941 by Congress.
