What is CIO-SP4?
CIO-SP4 is the successor to CIO-SP3 and CIO-SP3 Small Business, which were among the most heavily utilized IT GWACs in federal history. Managed by NITAAC at the National Institutes of Health, CIO-SP4 provides federal agencies with a pre-competed pool of IT solution providers covering everything from custom software development to cloud migration to artificial intelligence.
The contract has a ceiling of $50 billion over its 10-year period (a 5-year base with one 5-year option). CIO-SP4 is notable for its emphasis on emerging technologies, with dedicated task areas for AI/ML, blockchain, and advanced computing that were not present in previous iterations. It also places significant weight on health IT, reflecting its NIH heritage.
CIO-SP4 uses a self-scoring methodology for proposals, where offerors assign points based on documented evidence of relevant experience, certifications, and past performance. This approach creates more transparency in the evaluation process compared to traditional subjective evaluations used by other GWACs.

Who Can Order Through CIO-SP4?
As a GWAC authorized under the Clinger-Cohen Act, CIO-SP4 is available to all federal agencies for IT solutions. This includes executive branch departments, independent agencies, legislative and judicial branches, and other entities with statutory authority to use GWACs.
NITAAC provides Assisted Acquisition Services to help ordering agencies use CIO-SP4 effectively. This includes helping agencies define requirements, structure task order solicitations, evaluate proposals, and manage awards. NITAAC charges an administrative fee (currently 0.55% for small business orders and 0.65% for unrestricted orders) that funds program operations.
While any federal agency can use CIO-SP4, it is particularly popular with health-focused agencies (HHS, VA, DoD Health Affairs), civilian IT-heavy agencies (Treasury, Commerce, DHS), and organizations seeking AI/ML and cloud computing services. The vehicle's health IT task area makes it especially competitive for electronic health records, clinical research IT, and public health informatics work.

Ordering agencies can direct task orders to specific small business pools, and many agencies use CIO-SP4 specifically to meet their small business contracting goals. For small IT firms, CIO-SP4 provides access to the full federal market without competing directly against large integrators on every opportunity.
How Task Orders Work
CIO-SP4 task orders follow the fair opportunity process required by FAR 16.505. Here is the typical flow from requirement to award.
1. Agency Identifies Need
The ordering agency works with NITAAC to determine that CIO-SP4 is the appropriate vehicle for their IT requirement. NITAAC's dedicated contracting officers help agencies structure their requirements to align with CIO-SP4 task areas.
2. Task Order Solicitation
NITAAC posts the task order solicitation to all CIO-SP4 contract holders in the relevant task area(s) through the NITAAC eGOS (electronic Government Ordering System). The solicitation includes the statement of work, evaluation criteria, period of performance, and contract type.
3. Proposal Submission
Contract holders submit proposals through eGOS. Typical response windows range from 14 to 30 days depending on complexity. Proposals usually include a technical volume, management approach, relevant past performance, and pricing.
4. Evaluation & Award
The ordering agency evaluates proposals and selects the best value offeror. Task orders can use any contract type (FFP, T&M, cost-reimbursement) and can include options. NITAAC reviews the evaluation and issues the task order. The average time from solicitation to award varies but NITAAC targets processing within 60-90 days.
