What is GSA MAS?

The GSA Multiple Award Schedule (MAS), formerly known as the Federal Supply Schedule (FSS) or GSA Schedule, is a long-term, government-wide indefinite-delivery/indefinite-quantity (IDIQ) contract between commercial suppliers and the federal government. In 2019, GSA consolidated 24 separate schedule programs into a single MAS, simplifying the structure while maintaining broad product and service coverage.

MAS contracts have an initial 5-year base period with three 5-year option periods, for a maximum total of 20 years. This long duration gives contract holders a sustained platform to sell to federal agencies without repeated competition for the base contract — though individual orders above the micro-purchase threshold still require competition among schedule holders.

Unlike GWACs such as OASIS+ or CIO-SP4, MAS is an "open" vehicle that accepts new offers on a continuous basis. There is no limited competition window — companies can apply at any time through GSA's eOffer system. This accessibility makes MAS the most common entry point for businesses new to federal contracting.

How to Get on GSA Schedule

The GSA Schedule application process typically takes 4-6 months from initial submission to contract award. Here is what you need to know.

Prerequisites

  • Minimum 2 years of corporate experience (including predecessor companies)
  • Adequate financial resources demonstrated through financial statements
  • Active SAM.gov registration with current NAICS codes
  • At least one past performance reference from a commercial or government customer
  • Commercial Sales Practices (CSP) documentation showing your pricing practices
  • A UEI (Unique Entity Identifier) number from SAM.gov

The eOffer Process

All MAS offers are submitted through GSA's eOffer system, a web-based portal that guides applicants through the required documentation. The submission includes:

  • Technical Proposal: Description of products/services, relevant experience, and quality control procedures
  • Price Proposal: Your proposed GSA pricing with Commercial Sales Practices disclosure showing your most favored customer pricing
  • Administrative Documents: Financial statements, representations and certifications, and subcontracting plan (if large business)

Pricing: CSP & Price Reductions Clause

GSA Schedule pricing is unique among federal contract vehicles. You must disclose your Commercial Sales Practices, identifying your most favored customer and the discounts they receive. Your GSA pricing must be equal to or better than the pricing offered to your most favored customer (the "basis of award customer").

The Price Reductions Clause (PRC) requires that if you lower your prices to your basis of award customer after contract award, you must correspondingly reduce your GSA prices. This maintains the government's "most favored customer" status. The PRC is one of the most important compliance obligations for schedule holders.

Limitations

  • Industrial Funding Fee: 0.75% fee on all sales reduces margins
  • Price ceiling: Schedule pricing caps what you can charge, even when market rates rise
  • PRC compliance: Price Reductions Clause requires monitoring and adjusting prices
  • Reporting burden: Monthly sales reporting, quarterly Industrial Funding Fee payments
  • Heavy competition: 30,000+ contract holders means significant competition
  • No guarantee of sales: Having a schedule does not guarantee orders

Managing Your Schedule: eMod

Once you have a GSA Schedule, the eMod system allows you to make modifications to your contract. Common modifications include adding or removing products and services (SINs), updating pricing, adding new labor categories, incorporating new subcontractors, and exercising option periods.

Price increases are subject to the Economic Price Adjustment (EPA) clause. Temporary price reductions and volume discounts can be offered at any time. Keeping your schedule current with accurate pricing and relevant SINs is essential for generating orders, as agencies search GSA Advantage and eBuy based on these attributes.
