Why this is confusing

Mail ballots cross three different tracking systems on their way back to the County Recorder: USPS while in transit, the County Recorder system once received, and the statewide system once processed. Each system updates at a different time, and the words "received" and "accepted" mean different things across them.

You would already need to know that "received" and "accepted" are not the same thing — your ballot can be received by the County Recorder and still need signature verification before it counts as accepted, which can take several days.
