A biased ground rules OCI occurs when a contractor has helped set the competitive ground rules — such as writing specifications, statements of work, evaluation criteria, or requirements documents — for a procurement in which it also intends to compete. The concern is that the contractor may have skewed the requirements, intentionally or unconsciously, to favor its own products, services, or technical approach over those of its competitors.
