A--ICE WATER CONTENT TOMOGRAPHY SYSTEM AND SOFTWARE DEVELOPMENT

NASA/GRC has a requirement for ICE WATER CONTENT TOMOGRAPHY SYSTEM AND SOFTWAREDEVELOPMENT. This system shall provide a non-intrusive ice cloud characterization toolfor use in engine icing research and to provide the data acquisition and analysissoftware to be integrated with NASA hardware. The system shall provide nearly real-timewater content uniformity in a plane of a 36-inch duct. NASA/GRC intends to purchase theitems from Plexar Associates, Inc. Plexar Associates has proven capabilities indeveloping custom solutions for many of the major manufacturers in the medical computeraided tomography (CAT) and medical imaging areas and brings these proprietary andpatented tools to solve NASAs automated tomography measurement needs. Market researchindicated that no other company possesses the unique capabilities required for successfulcontract performance. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 10, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
