65 -- Blood and Blood Products

Furnish Blood (Human) and Blood Products (Human) Services (with capability of performing as a reference laboratory 24 hours per day, 365 days per year), for the VA Gulf Coast Veterans Healthcare System, Biloxi/Gulfport, MS for a period of one year from date of award. A commercial solicitation will be issued on or about July 27, 2004. The NAICS Code for this procurement is 621991, Size Standard 8.5 Million. This is an unrestricted acquisition subject to availability of funds; both large and small qualified business firms are encouraged to respond. The Government will award this contract to the qualified, responsible contractor quoting the lowest overall price and other factors considered. The following factors shall be used to evaluate offers: 1) Past Performance, 2) Ability to meet delivery/response time and perform as a reference laboratory, and 3) Price. Numbers 1 and 2, when combined, are equal when compared to price.
