The contractor failed to meet one or more contract requirements in a material way. Problems were significant enough to require formal government corrective action (such as a cure notice, show cause letter, or corrective action request). The contractor may have demonstrated improvement after corrective action but overall performance remained below the expected level.

Impact on Future Awards

A Marginal rating is a significant negative factor in past performance evaluations. Source selection evaluation boards view Marginal ratings as evidence of performance risk. Contractors with Marginal ratings may be found to have "substantial performance risk" and may not be competitive in best-value source selections. A single Marginal rating can offset multiple positive ratings from other contracts.

How to Achieve

A Marginal rating is not a goal but rather a warning indicator. If you receive a Marginal rating, immediately address the specific deficiencies cited in the CPARS evaluation. Use the CPARS contractor representative comment period to document corrective actions taken. Work closely with the contracting officer and COR to demonstrate sustained improvement before the final evaluation period.
