Why does Unsatisfactory (U) matter?

Performance that failed to meet most contract requirements, and the deficiencies were serious and pervasive. An Unsatisfactory rating indicates the contractor was unable or unwilling to perform the contract as required, with problems that were not corrected despite government intervention. This rating may be associated with termination for default or other serious contract performance failures.

Evaluation Criteria

The contractor failed to meet most or all contract requirements. Deficiencies were of a critical nature, affecting mission performance, safety, or security. Government corrective actions (cure notices, show cause letters) did not result in acceptable improvement. The contractor may have required contract termination for default, or performance was so deficient that only the contractor's irreplaceability prevented termination.

Impact on Future Awards

An Unsatisfactory rating is the most damaging negative factor in past performance evaluations. It may result in a determination of "unacceptable performance risk" that eliminates the contractor from competition. An Unsatisfactory rating in CPARS can effectively bar a contractor from receiving new federal contracts for years. It may also trigger responsibility determinations and potential debarment proceedings.

How to Achieve

An Unsatisfactory rating should be avoided at all costs. If performance issues arise, engage immediately with the contracting officer, request assistance, and implement aggressive corrective action plans. Use the CPARS comment and dispute resolution process if you believe the rating is unfair. Consider requesting a meeting with the fee determination official or program manager to discuss performance expectations and recovery plans.
