What is OASIS+?

OASIS+ is a family of government-wide, multi-award, indefinite-delivery/indefinite-quantity (MA-IDIQ) contract vehicles administered by the General Services Administration (GSA). It replaces the original OASIS contracts (awarded 2014) and is designed to serve as the primary acquisition solution for complex professional services across the federal government.

Unlike many contract vehicles, OASIS+ has no ceiling cap, meaning there is no limit on the total value of task orders that can be issued across the vehicle's life. This makes it one of the most attractive vehicles for large services firms, while dedicated small business pools ensure access for small and disadvantaged businesses.

OASIS+ uses a domain-based structure rather than the functional area approach of its predecessor. This gives agencies more flexibility to combine services across disciplines within a single task order, reducing the need for multiple contract vehicles on complex engagements.

OASIS+ Service Domains

OASIS+ organizes services into domains that correspond to NAICS code groupings. Contractors can compete for one or more domains based on their qualifications and past performance.

Ordering agencies can direct task orders to specific small business pools, and many agencies have small business utilization targets that drive them to use these pools. For small businesses not yet on OASIS+, teaming arrangements with existing contract holders can provide access to task order opportunities as a subcontractor.

How to Compete for OASIS+ Task Orders

Winning work on OASIS+ requires both getting on the contract and successfully competing for individual task orders issued by federal agencies.

Step 1: Get on the Contract

OASIS+ uses an on-ramp model, meaning GSA periodically opens the contract for new entrants. Proposals are evaluated on past performance, relevant experience, systems and certifications, and accounting system adequacy. Having a DCAA-approved accounting system is important for cost-reimbursement task orders.

Step 2: Monitor Task Order Solicitations

Task orders are posted on the OASIS+ task order management system and SAM.gov. Agencies define their requirements, evaluation criteria, and contract type for each task order. Response windows can be as short as 15 days, making continuous monitoring essential.

Step 3: Submit Competitive Proposals

Task order proposals are typically evaluated on a best-value basis considering technical approach, management plan, past performance, and price. Unlike schedule orders, OASIS+ task orders support all contract types including cost-reimbursement, time-and-materials, and firm-fixed-price, allowing agencies to match the contract type to the work.

Step 4: Maintain Compliance

OASIS+ contract holders must maintain their qualifications, submit required reports, meet minimum task order volume thresholds, and maintain acceptable contractor performance assessment ratings (CPARS). Failure to meet these requirements can result in off-ramping.
