This is a modification to the synopsis entitled Space Launch System (SLS) AdvancedDevelopment which was posted on January 25, 2012. You are notified that the followingchanges are made: This is the Space Launch System (SLS) Advanced Development NRA Presolicitation NoticeThe due date for responses is not extended.The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center(MSFC) intends to issue a NASA Research Announcement (NRA) on or about March 20, 2012,entitled Space Launch System (SLS) Advanced Development. The NRA will be in support ofthe SLS Program and will solicit proposals from both industry and academia for innovativedevelopment concepts in key technology areas. These concepts should improve SLSaffordability, reliability or performance within a constrained fiscal schedule. Inaddition to soliciting innovative proposals from industry, this NRA is also seekingfocused proposals from academic entities. Including academia provides an added benefitof improving science, technology, engineering, and mathematics (STEM) education. NASA is seeking innovative proposals in both broad and focused areas of interest ortopics. The topics include, but are not limited to, the following: Advanced Development for Block Upgrades, Concept Development, and the IntegratedVehicle Advanced Development in Propulsion Advanced Development in Manufacturing, Structures, and Materials Advanced Development in Avionics and SoftwareIt is anticipated offers will be due approximately 60 days after solicitation issuance.Offers should refer to the NRA for the proposal due date.Multiple awards are anticipated considering the merits of the submitted proposals inrelationship to the evaluation criteria and available funds. NASA anticipates multiple awards to both industry and academia, but reserves the right tomake no award if no acceptable proposals are received. The period of performance forcontracts or grants awarded from this NRA is anticipated from October 2012 throughSeptember 2013, with 2 one- year options. Participation in this program is open to all categories of U.S. organizations, includingeducational institutions, industry, and nonprofit/not for profit (See 1.4 of the NASAGuide Book for Proposals Responding to a NASA Research Announcement for description ofProposing Organization Type). With the exception of United States Government academicinstitutions offering scientific, technological, engineering, and mathematics degrees;Government agencies, Federally Funded Research and Development Centers (FFRDCs), and NASACenters or their employees may not propose to this NRA unless functioning as permissibleas a supplier, consultant, or subcontractor through separate agreement mechanisms such asSpace Act Agreements. NASA employees are not permitted to be key personnel on theseproposals. For purposes of this NRA, participation by non-U.S. organizations and Foreign Governmentsis limited to the direct purchase of supplies and/or services, which do not constituteresearch except as allowed by NASA FAR Supplement 1852.235-72. A foreign national mayreceive payment through a NASA award for the conduct of research while employed eitherfull or part time by a U.S. organization.Offerors are hereby informed that technical investigation in the fields covered by thisNRA may require access to technical data, the export of which is controlled under theExport Control Act, Title 50, United States Code App. 2401-20, the Arms Export ControlAct, Title 22, United States Code 2751 2794 or both. No award will be made to anyOfferor unless the NASA Contracting Officer is satisfied that performance of the awardedeffort will not involve an illegal export of technical data under either statute. Allpresentations, charts, publications, journals, or other data which may fall under theExport Control Act or limited exclusive rights of data, shall be submitted to the MSFCIntellectual Property Officer or Contracting Officer Representative (COR) for subsequentapproval.This NRA does not include goals for small business; however, subcontracting plans will berequired for Offerors selected for award that submit a proposal totaling $650,000 orgreater.Offerors are not required to submit a Notice of Intent for this NRA.It is the Offerors responsibility to monitor the Internet sites for the release of thesolicitation and amendments (if any). Additionally, an Offeror is responsible fordownloading their own copy of the solicitation and amendments (if any).All questions must be submitted via email.Documents related to this procurement will be available over the Internet.
