Why does Cost Reimbursement matter?

Cost reimbursement payment provides for payment of allowable incurred costs to the extent prescribed in the contract. The government reimburses the contractor for all allowable, allocable, and reasonable costs as they are incurred, plus any applicable fee. This method is inherent to cost-type contracts (CPFF, CPIF, CPAF) and provides the most complete financing since the contractor bears minimal financial risk.

Advantages

  • +Minimal financial risk to the contractor — all allowable costs reimbursed
  • +No need for separate contract financing arrangements
  • +Payments closely track actual expenditures and cash outlays
  • +Indirect cost rates provide transparent overhead recovery
  • +Supports R&D and indefinite-scope work where costs are unpredictable

Cash Flow Impact

Generally neutral to positive cash flow since costs are reimbursed as incurred, typically monthly. However, billing and payment processing delays (15-30 days) create a working capital gap. Provisional indirect rates may not cover actual rates, causing temporary cash shortfalls resolved at year-end rate adjustment.
