GWAC vs BPA vs FSS Contract Vehicle Comparison
Governmentwide Acquisition Contracts (GWACs), Blanket Purchase Agreements (BPAs), and Federal Supply Schedules (FSS/GSA MAS) are three of the most important contract vehicles in federal procurement. Each serves a different purpose, offers distinct advantages, and requires a different pursuit strategy. Understanding these differences is critical for positioning your company in the government market.

GWAC: Governmentwide Acquisition Contracts
GWACs are large, multi-award IDIQ (Indefinite Delivery, Indefinite Quantity) contracts that provide pre-competed access to IT products and services for all federal agencies. Only agencies designated by the Office of Management and Budget (OMB) can establish GWACs, and they must be focused on information technology as defined in the Clinger-Cohen Act.
Major GWACs include:
- OASIS+ (GSA)— Professional services across all disciplines. Multiple pools including small business, HUBZone, SDVOSB, WOSB, and 8(a). Replaces the original OASIS vehicle with expanded scope.
- SEWP VI (NASA)— Solutions for Enterprise-Wide Procurement. IT hardware, software, cloud, and related services. One of the fastest ordering vehicles in government with streamlined processes.
- CIO-SP4 (NIH/NITAAC)— Chief Information Officer Solutions and Partners. IT services including cybersecurity, cloud, health IT, and emerging technologies. Managed by NIH's NITAAC office.
- Alliant 3 (GSA)— Complex IT solutions including systems integration, software development, and managed services. Successor to Alliant 2.
Winning a GWAC position is highly competitive. Evaluations emphasize past performance on comparable work, technical capabilities, relevant certifications (e.g., CMMI, ISO), and key personnel. Once awarded, GWAC holders compete for individual task orders against other holders, not the open market. The reduced competition pool makes GWACs extremely valuable for positioned contractors.
BPA: Blanket Purchase Agreements
Blanket Purchase Agreements (BPAs) are simplified ordering instruments established by individual contracting offices to fill recurring needs for supplies or services. BPAs are authorized under FAR 13.303 and are designed to reduce administrative costs for both the government and the contractor by establishing pre-negotiated terms for repeated purchases.
BPAs can be established against existing contract vehicles (such as GSA Schedules) or on an open-market basis. When established against a GSA Schedule, the BPA leverages the pre-negotiated pricing and terms already in place. Open-market BPAs go through a competitive process to select BPA holders, typically using simplified acquisition procedures.
BPAs are particularly common for: recurring IT hardware and software purchases, temporary staffing services, office supplies, maintenance and repair services, training, and professional consulting engagements where the agency has frequent, predictable needs.
For small businesses, BPAs are an excellent entry point into government contracting. Individual BPA calls (orders) are often below the simplified acquisition threshold ($250K), reducing proposal complexity. Many agency BPAs are set aside for small businesses, and the recurring nature of BPA work provides predictable revenue streams. Building a strong performance track record on BPA orders can also establish the past performance needed to pursue larger vehicles.
FSS: Federal Supply Schedules (GSA MAS)
The Federal Supply Schedule program, now consolidated under the Multiple Award Schedule (MAS), is GSA's flagship contract vehicle. MAS provides federal, state, and local government buyers with access to over 11 million commercial products and services at pre-negotiated, volume-discount pricing. MAS is the government's largest contract vehicle by the number of contract holders, with over 15,000 active schedule contracts.
GSA MAS covers virtually every commercial product and service category through Large Categories and Special Item Numbers (SINs). Key categories include IT (hardware, software, cloud, cybersecurity), professional services (consulting, engineering, financial), office products, furniture, scientific equipment, facilities maintenance, and security services.
Getting on the GSA Schedule involves submitting a proposal to GSA with commercial pricing information, past performance documentation, and technical capability evidence. GSA evaluates the proposal and negotiates pricing. The process typically takes 3–6 months. Once awarded, the contract runs for 20 years (four 5-year periods) with annual option reviews.
Federal agencies use GSA Schedules through FAR 8.4 ordering procedures. For orders under the simplified acquisition threshold ($250K), agencies can compare quotes from three or more schedule holders. For larger orders, agencies must provide all schedule holders in the relevant SIN a fair opportunity to compete. GSA also supports e-commerce ordering through GSA Advantage! and GSA eBuy platforms.
When to Pursue Each Vehicle Type
Pursue a GWAC When:
- You have strong past performance on large, complex IT or professional services contracts
- You want access to multi-billion dollar task order competitions across all agencies
- You can invest significant BD resources in the multi-year proposal and competition process
- You have relevant certifications (CMMI, ISO, clearances) that give you a competitive edge
- You are positioned as a prime contractor for large engagements ($5M+)
Pursue a BPA When:
- You want to build a relationship with a specific agency or contracting office
- You offer recurring products or services that an agency buys frequently
- You are a small business building past performance and revenue predictability
- The opportunity fits within simplified acquisition thresholds
- You already hold a GSA Schedule and want agency-specific ordering agreements
Pursue a GSA Schedule (MAS) When:
- You sell commercial products or services to a broad government market
- You want a foundational vehicle that opens doors across all agencies
- You have established commercial pricing that can be offered at a discount to government
- You want access to state and local government buyers (Cooperative Purchasing)
- You are building your government portfolio and need an accessible entry vehicle
