Staff Augmentation vs. Managed Services

Staff Augmentation

Staff augmentation contracts provide individual workers who integrate into the government's existing teams and work under government direction. The agency defines daily tasks, manages performance, and directs the work. Contractors are responsible for recruiting, screening, hiring, and providing benefits to the workers.

This model is common for IT support, administrative assistance, help desk operations, and technical writing. Pricing is typically based on hourly labor rates by category. Staff augmentation is straightforward but carries lower margins than managed services.

Managed Services / Outcomes-Based

Managed services contracts give the contractor greater autonomy to deliver defined outcomes or service levels. The contractor manages their own workforce, determines staffing levels, and is evaluated on results (e.g., system uptime, ticket resolution rates, production throughput) rather than labor hours.

This model offers higher margins and greater flexibility but requires stronger management capabilities. Federal agencies are increasingly moving toward performance-based and outcomes-based contracting models, making managed services experience increasingly valuable.

Cleared Personnel & Security Requirements

A significant portion of federal staffing contracts require personnel with active security clearances. Cleared staffing commands premium rates due to the limited supply of qualified candidates. Secret clearances are the most common requirement, while Top Secret/SCI clearances are needed for intelligence community and sensitive defense work.

Staffing firms must hold a Facility Security Clearance (FCL) from the Defense Counterintelligence and Security Agency (DCSA) to sponsor and manage cleared employees. The clearance investigation process can take 6-12 months for Secret and 12-18 months for Top Secret, making it essential to maintain a pipeline of pre-cleared candidates.

Service Contract Act (SCA) Considerations

The McNamara-O'Hara Service Contract Act (SCA) requires contractors on federal service contracts exceeding $2,500 to pay service employees no less than the prevailing wage rates and fringe benefits in the locality where services are performed. The Department of Labor issues Wage Determinations that specify minimum pay rates for hundreds of labor categories by geographic area.

SCA compliance is critical for staffing contractors. Key requirements include paying prevailing wages and health & welfare benefits, maintaining accurate payroll records, posting wage determinations at worksites, and complying with the SCA's overtime and holiday provisions. Failure to comply can result in contract termination, debarment, and personal liability for back wages.

When pricing staffing contracts, firms must carefully calculate the fully-burdened labor cost including base wages, SCA health & welfare requirements (currently $4.98/hour), FICA, FUTA, SUTA, workers' compensation, paid time off, and overhead. Understanding the distinction between SCA-covered service employees and exempt professional or administrative employees is essential for accurate pricing and compliance.

Successful federal staffing firms differentiate themselves through rapid fill rates, deep talent networks in specialized domains, strong retention programs, and robust compliance infrastructure. Agencies evaluate staffing proposals on the firm's recruiting methodology, quality control processes, transition approach, and demonstrated ability to retain qualified personnel on long-term contracts.

Key contract vehicles for staffing include GSA MAS (Professional Services SINs), OASIS+ (management and professional services pools), and agency-specific BPAs. Many agencies also use open-market competition for staffing requirements under the simplified acquisition threshold. Building a strong SAM.gov profile, maintaining CPARS ratings, and developing relationships with small business offices are essential steps for growing a federal staffing practice.
