Federal Telecommunications Needs
The federal government operates one of the largest and most complex telecommunications networks in the world. Every federal agency — from the Pentagon to the National Park Service — depends on telecommunications infrastructure for voice, data, video, and internet connectivity. This infrastructure spans domestic offices, overseas embassies, military installations, research facilities, and remote field offices.
Federal telecom requirements are evolving rapidly. Agencies are migrating from legacy TDM-based circuits to modern IP-based networks, moving voice communications to unified communications platforms, deploying software-defined wide area networking (SD-WAN), and transitioning to cloud-based communication services. This modernization wave is creating significant contracting opportunities for telecom providers.
Security is paramount in federal telecommunications. All networks carrying government data must comply with FISMA, NIST SP 800-53 controls, and agency-specific security requirements. Classified networks require NSA-approved encryption and dedicated infrastructure. Zero Trust Architecture mandates are driving additional investment in network segmentation, identity management, and continuous monitoring.
EIS: Enterprise Infrastructure Solutions
Enterprise Infrastructure Solutions (EIS) is the federal government's primary contract vehicle for telecommunications and IT infrastructure services. Managed by GSA, EIS replaced the previous Networx, WITS 3, and local telecom contracts. With a total ceiling of $50 billion and a 15-year period of performance (through 2032), EIS is one of the largest government-wide contract vehicles.
EIS covers a comprehensive range of services organized into functional categories: voice services (VoIP, PBX, conferencing), data services (MPLS, Ethernet, broadband), managed network services (LAN/WAN management, SD-WAN), cloud services (UCaaS, CCaaS), security services (managed firewall, DDoS mitigation, SIEM), and customer premises equipment. Agencies issue task orders against EIS to acquire these services from the nine awardees.
The nine EIS contract holders are AT&T, BT Federal, CenturyLink (Lumen), Granite Telecommunications, Level 3 (Lumen), MicroTech, MetTel, Verizon, and Windstream. While only these companies hold prime positions, they extensively subcontract to smaller telecom companies, systems integrators, and regional service providers. Opportunities exist for subcontracting across all EIS service categories.
Key Agencies
GSA
Manages EIS and other government-wide telecom contracts. GSA's Office of Information Technology Category (ITC) provides acquisition support and manages the transition from legacy Networx services to EIS.
DoD / DISA
The Defense Information Systems Agency provides, operates, and assures command and control, information sharing, and enterprise IT infrastructure for the DoD. DISA manages the Defense Information Systems Network (DISN) and operates classified networks including SIPRNet and JWICS.
DHS
Department of Homeland Security requires extensive telecom infrastructure for border surveillance, emergency communications (FirstNet interoperability), CISA threat sharing networks, and component agency connectivity across CBP, ICE, TSA, Secret Service, and Coast Guard.
Emerging Telecom Opportunities
5G Networks
DoD is deploying 5G test beds and operational networks at military installations for augmented reality maintenance, autonomous logistics, smart warehousing, and distributed command and control. The 5G-to-Next G initiative seeks advanced wireless capabilities for military applications. Opportunities span infrastructure deployment, application development, and security testing.
Satellite Communications
Federal agencies rely on satellite communications for remote operations, disaster response, military command and control, and backup connectivity. The Space Development Agency's proliferated low-Earth orbit (pLEO) constellation and commercial SATCOM leasing create opportunities for satellite service providers, ground station operators, and terminal manufacturers.
Cybersecurity Overlay
Every telecom contract includes cybersecurity requirements. Zero Trust Architecture mandates, TIC (Trusted Internet Connections) 3.0 compliance, encryption requirements, and continuous monitoring create a security overlay across all telecom services.
