SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to certain producers/exporters of organic soybean meal from India. The period of review (POR) is January 1, 2024, through December 31, 2024. Interested parties are invited to comment on these preliminary results. DATES: Applicable August 6, 2026. FOR FURTHER INFORMATION CONTACT: Jose Rivera or Alex DiCenso, AD/CVD Operations, Office VII, Enforcement and Compliance, International Trade Administration, U.S. Department of Commerce, 1401 Constitution Avenue NW, Washington, DC 20230; telephone: (202) 482-0842 or (202) 482-0689, respectively. SUPPLEMENTARY INFORMATION: Background On June 25, 2025, Commerce published in the Federal Register the notice of initiation of an administrative review of the Order with respect to 89 companies. 1 On July 28, 2025, Commerce selected Bergwerff Organic India Pvt. Ltd. and Agrawal Oil & Biocheam as mandatory respondents. 2 By September 23, 2025, however, all requests for review from all parties were withdrawn with the sole exception of the petitioner's request for Ecopure, as well as Ecopure's request of itself. 3 1   See Initiation of Antidumping and Countervailing Duty Administrative Reviews, 90 FR 26967 (June 25, 2025); see also Organic Soybean Meal from India: Countervailing Duty Order, 87 FR 29735 (May 16, 2022) ( Order ). 2   See Memorandum, “Respondent Selection,” dated July 28, 2025. 3   See Petitioners' Letter, “Partial Withdrawal of Petitioners' Request for a 3rd Administrative Review,” dated September 23, 2025 (Petitioner's Withdrawal Request); see also Purdue's Letter, “Organic Soybean Meal from India (C-533-902),” dated September 23, 2025 (Perdue's Withdrawal Request). Due to the lapse in appropriations and Federal Government shutdown, on November 14, 2025, Commerce tolled all deadlines in administrative proceedings by 47 days. 4 Additionally, due to a backlog of documents that were electronically filed via Enforcement and Compliance's Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS) during the Federal Government shutdown, on November 24, 2025, Commerce tolled all deadlines in administrative proceedings by an additional 21 days. 5 Additionally, on March 31, 2026, Commerce extended the deadline for these preliminary results by 113 days, in accordance with section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the Act). Consequently, Commerce extended the deadline for the preliminary results until July 31, 2026. 6 4   See Memorandum, “Deadlines Affected by the Shutdown of the Federal Government,” dated November 14, 2025. 5   See Memorandum, “Tolling of all Case Deadlines,” dated November 24, 2025. 6   See Memorandum, “Extension of Deadline for Preliminary Results of Countervailing Duty Administrative Review,” dated March 31, 2025. Partial Rescission of Administrative Review Pursuant to 19 CFR 351.213(d)(1), Commerce will rescind an administrative review, in whole or in part, if the parties that requested a review withdraw the request within 90 days of the date of publication of the notice of initiation. A list of the 88 companies Commerce received timely-filed withdrawal requests from is provided below in Appendix II. Because the withdrawal requests were timely filed and no other parties requested a review of these companies, in accordance with 19 CFR 351.213(d)(1), Commerce is rescinding this review of the Order with respect to these 88 companies. Methodology Commerce is conducting this administrative review in accordance with 751(a)(1)(A) of the Act. For each of the subsidy programs found countervailable, Commerce preliminarily determines that there is a subsidy, i.e., a financial contribution by an “authority” that gives rise to a benefit to the recipient, and that the subsidy is specific. 8 For a full description of the methodology underlying our conclusions, including our reliance, in part, on facts otherwise available with adverse inferences pursuant to sections 776(a) and (b) of the Act, see the Preliminary Decision Memorandum. 8   See sections 771(5)(B) and (D) of the Act regarding financial contribution; section 771(5)(E) of the Act regarding benefit; and section 771(5A) of the Act regarding specificity. Preliminary Results of Review As a result of this review, we preliminarily determine the following net countervailable subsidy rates exist for the POR, January 1, 2024, through December 31, 2024:   Company Subsidy rate (percent ad valorem ) Ecopure Specialities Ltd. 9 3.57 Disclosure 9  As discussed in the Preliminary Decision Memorandum, Commerce has found the following companies to be cross-owned with Ecopure: Nature Bio Foods Limited; and LT Foods Limited.
