SBIR (Small Business Innovation Research) and STTR (Small Business Technology Transfer) are federal programs requiring agencies to set aside a portion of their R&D budgets for small businesses. SBIR/STTR provides non-dilutive funding in three phases: Phase I (feasibility, $50K-$275K), Phase II (development, $500K-$1.5M), and Phase III (commercialization, unlimited).

The largest R&D funders are DOD, NIH, DOE, NSF, NASA, and USDA. Eleven federal agencies participate in the SBIR program. Bureauify tracks research awards from all agencies, including SBIR/STTR solicitations, BAAs (Broad Agency Announcements), and research grants.

A BAA is a competitive solicitation used to obtain proposals for basic and applied research. Unlike traditional RFPs, BAAs allow for a wide range of innovative approaches. They are published on SAM.gov and often remain open for extended periods, accepting white papers on a rolling basis.
