Pre-negotiated pricing is a significant advantage. Your rates are established during the schedule award process, which means agencies know your prices upfront and do not need to negotiate from scratch on each order. This reduces procurement lead times from months to weeks or even days for smaller orders. Agencies are required to consider GSA Schedule pricing as fair and reasonable for orders under the simplified acquisition threshold.
Visibility is another benefit. Your products and services are listed on GSA Advantage (the government's online marketplace) and GSA eLibrary, making it easy for contracting officers to find you. This passive marketing channel can generate orders without any business development effort on your part.
GSA Schedules also provide a platform for winning larger opportunities. Many government-wide acquisition contracts (GWACs), blanket purchase agreements (BPAs), and agency-specific task orders are competed only among GSA Schedule holders, giving you access to opportunities that open-market vendors cannot pursue.
When Open Market Is Better
Open market procurement is the better path when your product or service is highly customized, when contract values are large enough to justify the longer procurement timeline, or when the specific opportunity requires capabilities that do not fit neatly into GSA Schedule categories. Many of the government's largest contracts — IDIQ vehicles, major systems acquisitions, and complex services contracts — are awarded through full-and-open competition under FAR Part 15.
Open market competitions often allow more flexibility in your proposed solution. While GSA Schedule orders must align with your established Special Item Numbers (SINs) and pricing, open market proposals allow you to propose exactly the solution the agency needs, with pricing tailored to the specific scope and risk profile of the requirement.
For small businesses pursuing set-aside contracts, open market competition can sometimes be more favorable. While GSA Schedule orders can be set aside, the competition pool on schedule is often large. Open market set-asides may attract fewer competitors, particularly for specialized or niche requirements.
SAP Threshold Impact
The Simplified Acquisition Threshold (SAT), currently $250,000, significantly influences the GSA vs open market decision. For purchases below the SAT, agencies can use simplified acquisition procedures that reduce competition requirements and paperwork. GSA Schedule holders benefit because agencies can issue delivery orders or purchase orders against the schedule with minimal solicitation effort.
Below the micro-purchase threshold ($10,000 for most purchases, $25,000 for some defense agencies), agencies can purchase directly from a GSA Schedule holder without any competition at all. This makes the GSA Schedule particularly valuable for commodity products, IT accessories, and low-cost services where the speed of procurement is a primary concern.
Above the SAT, the procurement process becomes more rigorous regardless of whether it is conducted on-schedule or open market. However, FAR 8.4 procedures for GSA Schedule orders above the SAT are still generally faster than the full FAR 15 negotiated procurement process used for open market acquisitions. The time savings can be measured in months.

The GSA Schedule application process takes 2-6 months and requires a detailed offer including your commercial price list, terms and conditions, past performance, and technical capability documentation. You must demonstrate at least two years of commercial sales and have an adequate accounting system. After award, you must report sales quarterly and pay the Industrial Funding Fee (IFF), currently 0.75% of sales.
Pursuing Open Market Opportunities
Open market requires no upfront investment in a contract vehicle. Register on SAM.gov, monitor solicitations, and respond to opportunities that match your capabilities. The barrier to entry is lower, but each pursuit requires significant proposal effort. Plan to invest in a strong proposal writing capability, including technical writers, subject matter experts, and pricing analysts.
Many successful government contractors use both approaches simultaneously. They hold a GSA Schedule for steady recurring revenue from smaller orders while pursuing larger open market opportunities for transformational growth. The strategies are complementary, not mutually exclusive.
