The purpose of this Request For Information is to seek 8(a) small business vendors that can provide assistance on a series of organizational development projects, and provide training to Department managers, supervisors, and staff within the Office of Elementary and Secondary Education in order to deepen the office's management and supervisory capacity and increase the workforce's job skills. Federal Budget Career Development
1. INTRODUCTION The Budget Formulation and Execution Line of Business (BFELoB) is chartered under the Budget Officers Advisory Council (BOAC) and managed by the Department of Education. This is an interagency effort to improve the quality of budgeting in the Federal Departments and Agencies. The BFELoB has initiated a number of activities to improve collaboration between members of the budgeting community, improve the flow of budget data between Federal entities and identify and improve the automated budgeting tools available to Federal Departments and Agencies. This is NOT a solicitation for service, but a request for information to identify off-the-shelf budget-related courses and other on-going educational offerings that address the six specific technical core competencies within the Federal budgeting community. Strengths Deployment Training
Training contract with the Partnership for Public Service (PPS), for the US Department of Education (ED), Office for Civil Rights (OCR), Program Legal Group (PLG). The training will be tailored strengths deployment inventory, effective communication, and emotional intelligence. The purpose of this trianing is to develop strong leaders, improve employee engagement and create a collaborative and innovative organizational culture, to coincide with the ongoing training and development being provided by PPS to ED staff participating in the Excellence in Government program (EIG). PPS is the only recognized not-for-profit organization with the stated mission of making the federal government more effective for the American people. PPS is uniquely positioned to provide continued support and guidance for the cultural transformation effort at OCR and ED. From 2010 to 2018 PPS, via a grant through the Melinda and Bill Gates Foundation, worked to provide additional training and coaching to PLG in the areas of communication, emotional intelligence and change management to thousands of staff at ED. Through this work, PPS provided support during the presidential transition, developed career executives, provided executive coaching, and has trained hundreds of mid-level leaders through the EIG program, in which several PLG and OCR members have participated. Part one of the proposed training focuses on the the Strength Deployment Inventory (SDI) to help PLG employees better understand their work and communication styles, how such styles vary at work, and how they influence the manner in which employees interact with colleagues. For years, PPS has administrered the SDI to PLG and OCR staff to help them understand these concepts. In addition to simply administering the SDI, PPS is skilled at training employees about their SDI results.
