A contract line item that pays the contractor based on fixed hourly labor rates (which include wages, overhead, G&A, and profit) plus actual cost of materials. T&M CLINs are used when it is impossible to estimate the extent or duration of work or to anticipate costs with any reasonable degree of confidence at the time of contract award.

Ask about T&MFixed hourly rates for each labor category (fully burdened, including profit) multiplied by hours worked, plus materials at cost (or with a material handling rate). A ceiling price is established that the contractor may not exceed without authorization. Government pays for actual hours and materials consumed.
Engineering support services, IT maintenance, equipment repair, and other efforts where the nature of the work is known but the level of effort cannot be predicted. FAR requires a determination and findings (D&F) that no other contract type is suitable. Common in IT services, advisory and assistance services, and field maintenance.
