• Not having it signed by an authorized company representative
• Burying the key value proposition instead of leading with it

• Lead with the single most compelling reason the government should select your offer
• Write it last — after all other volumes are complete — so it accurately summarizes content
• Keep it concise and focused on themes, discriminators, and strategic messaging

• Have senior leadership sign to demonstrate corporate commitment
• Use it to create a narrative arc that evaluators carry through the rest of the proposal

Evaluation Weight

Typically not scored as a separate evaluation factor, but it shapes evaluator perception of the entire proposal. A strong executive summary helps evaluators navigate the proposal structure and primes them to look for the offeror's key strengths. Some solicitations explicitly require a cover letter with specific content (authorized signature, compliance statements, exceptions/deviations).
