Why does Technical Approach (Volume I) matter?

The technical approach section is the heart of most government proposals, describing how the contractor will accomplish the work specified in the Statement of Work (SOW) or Performance Work Statement (PWS). This section must demonstrate a clear understanding of the government's requirements, present a credible methodology for meeting them, and convey technical competence that differentiates the offeror from competitors.

Typical Content

  • Understanding of the problem and requirements analysis
  • Technical methodology and approach to each task area
  • Tools, technologies, and frameworks to be employed
  • Risk identification and mitigation strategies
  • Innovation and value-added approaches
  • Quality assurance and quality control processes
  • Transition plan (for incumbent replacement scenarios)
  • Phase-in/phase-out approach and timeline

Common Mistakes

  • Restating the SOW/PWS without explaining how the work will be done
  • Using generic boilerplate that does not address specific requirements
  • Failing to address all evaluation criteria and sub-criteria
  • Not demonstrating an understanding of the operational environment
  • Overpromising capabilities without substantiating claims
  • Ignoring the page limit and cramming content with tiny fonts
  • Missing the connection between approach and evaluation criteria

Best Practices

  • Map every evaluation criterion to specific proposal content with a compliance matrix
  • Use the government's terminology and reference specific SOW/PWS paragraphs
  • Include graphics, workflow diagrams, and process flows to illustrate methodology
  • Provide specific examples from past projects that validate the proposed approach
  • Address risks proactively with concrete mitigation strategies
  • Have subject matter experts review technical content for accuracy and completeness
  • Tailor every section to the specific solicitation — no recycled boilerplate

Evaluation Weight

Typically the highest-weighted evaluation factor (40-50% in best-value tradeoff). Often evaluated on an adjectival scale: Outstanding, Good, Acceptable, Marginal, Unacceptable. Must receive at least Acceptable to be eligible for award in most source selections.
